I will create my animations using Adobe Photoshop CC.
First at all you need to cut object from the picture which will be moving. Use some selection tool, I will use Quick selection tool.
If you are done with selecting cut this object with shortcut Ctrl + j. Then hide layer with cut object and go back to original layer.
Use i.e. Lasso tool and select area around the object. You do not need to be very precise, just select it roughly.
After this step click with right mouse button on the selection and choose Fill option. Use Content-aware option to fill this area. Result:
When you are not satisfied use Clone stamp tool to retouch it a bit more.
Now turn on your timeline. Go to Window in menu panel and click on Timeline. After that video timeline appears, then click on Create Video Timeline.
