Now do the same on the right part of the face but create smaller pieces.
And again … and again … You can create your own shapes. This is just demonstration. Also move with particles on the edge of face as is shown below.
Tip: It is very good to create some groups from these pieces here in Layers menu because you will see later that I will have so many layers so it will be a bit messy.
I have cut something like shape of tear. I will duplicate this shape (CTRL+J) a few times so I can use it later. Put these tears into Group. Use move tool to place them where you want.
You can use free transform option to rotate them and adjust these particles as is shown on picture below.
